It's on by default, so unless you turned it off it will voice everything as soon as you install the voice file.

If you did turn it off, connect it to a PC and edit rockbox.cfg with a text editor...

You guys are going to make me lazy.  you reply to my questions faster then i can look them up and even answer questions i didn't know i had yet! (like what is the rockbox config file)

It's on by default, but the voice file is not installed unless you explicitly install it. It's this way for the benefit of blind users: they can just install the voice file when they install Rockbox (the Rockbox Utility is supposed to be blind-accessible in conjunction with normal screenreader software), and then Rockbox will voice its menu options, so they don't need to get a sighted person to turn it on for them.
