Where do I get the rom file I need to play pacman for pacbox? I cannot seem to find a download for it anywhere...

You extract it from the arcade machine hardware you have.  Anything else is illegal.  Do not ask here.

It would be cool, given the existence of such emulators out there, if the property owners made these ROMs available for sale.

Yes =P  Then they could make enough money to make a big comeback of arcade gaming ^^ 
Hmm...my old sansa e250 came with the pacman rom on it when I installed rockbox, and I could play pacman fine
I guess for now I will try to find a way to change the keymapping of chip 8 so my sansa can use the up and down keys instead of the scroll wheel to play the chip 8 version of pacman

It must have been an unofficial version.  The Pac-Man ROMs are copyrighted and have never been distributed as part of Rockbox.
