Cygwin Packages for font forge

Solved!

But font forge won't open FNT files :O

(All I need to do -rise 14-Sazanami-Mincho.fnt by 2 pixels)

Could someone convert it to a more popular format?

Our font format is not something that most tools will support, no. It's not meant to be edited in that form. Edit the original bdf from the source code instead, then convert it using our tools.

You don't even need to mess with fontforge at all if all you want to do is reset the incline/decline of a font.
convbdf can do this just fine, it's in the source files...have a look.
Run it without arguments to get a list of accepted args.
