unable to upload a theme

I am trying to upload a theme but am unable to complete due to error in WPS file.
The wps file is a copy of the cabbiev2 file which I assume is correct.
I have examined the line it is complaining about and can not see anything wrong with it.
The error I get is
Your wps didn't pass checkwps.
Here's the output:

I understand that it reports from line 0 onwards so this makes the fault line the backdrop using %X, but I can not fault it - anyone got any ideas why this doesn't work?
I have also tried

But this didnt work either.

you are using the old skin format. the theme site only accepts themes in the new format. see http://www.rockbox.org/wiki/SkinBreakingChange

That's not entirely true. The old theme site is still there, and should accept themes. See the link near the top of the first page on the theme site.

What is important to note though is that new themes posted there won't be automatically converted to the new format.
