installing cygwin

sorry if this is the wrong forum, but i couldnt find one that fit this

supply the -X (--no-verify) command-line flag when using Cygwin's setup.exe
what the heck does that mean?
i get the error repost thing about the missing .sig file, and i see the thing to do, buti have no idea what it means or how to do it.
please help

You need to run "setup.exe -X" from the command line.

Open a command prompt, change directory to where you downloaded the setup file, then type "setup.exe -X"

now ive installed cygwin

but now i have another problem...
i have everything ready to compile and i type make and hit enter
but then it says
no targets specified and no makefile found. stop
what do I do?
