Rockbox uses .m3u or .m3u8 playlists. Any program that saves .m3u or .m3u8 playlists can be used to make the playlists, then you can simply drag and drop the playlist files onto your device.

The playlists can't be changed directly, you'd have to open them in a program that supports both the original playlist format and the .m3u playlist format.

It doesn't matter what device you have, Rockbox functions identically in regard to playlists on all supported targets.

It shouldn't really matter where you put it, though I believe if you want to find it in Rocbox's playlist catalog you'll need to put it in a folder named "Playlists" on the root of your device.

wmp11 only creates the format. WPL and also Winamp
have you planned how I like to create in. m3u or. m3u8

For future reference and since this thread asks about playlists in Rockbox from Windows MediaPlayer 11, I want to add that WMP let's you save the playlist as an m3u which is the format used by Rockbox - no need to install WinAmp. If you use "Save as..." for the playlist, you can chose "m3u" as file format from the dropdown list.

About your playlist buffer error and in case you haven't solved it yet - please quote exactly what the splash says. Some question coming to my mind, guessing the error:
How many tracks are in your playlist?
What is your "Max playlist size" setting at (in settings > general settings > system > limits)? Alternatively you could also attach your config.cfg here which you can find in the .rockbox directory.
