Charging indicator query

When I charge my iPod the most the battery indicator will go to most times it 98%. It will occasionally go to 99 but goes back to 98 almost as soon as I unplug. When I have used Rockbox in the past it has always gone to 100% (albeit just for a short time) and when I installed a the latest release onto a friend's iPod mini it went to 100% and stayed there for quite a while.

Mine is an 80gb video. Is this normal behaviour for this model?
