How about shuffle ON for fixed PL and OFF for dynamic PL?

I use iTunes to generate playlists using its built-in Genius engine.  I simply rename the playlist to the artist of the seeding title.   It would be great if these "fixed playlists" could be auto-shuffled while keeping the dynamic playlists in order.  For instance, I use the fixed genius-generated playlists for pretty much all genres with the exception of the classical genre.  For classical music, I always use whole albums, as each track comprises generally one movement of a symphony, and clearly it wouldn't make any sense to shuffle the order of the movements.    Likewise, there are other non-classical albums I like to hear in their entirety from first to last track in order. 

I would propose a shuffle menu in which is presented the following options: 1. Shuffle ON for all playlists, 2. Shuffle ON for fixed playlists only, 3. Shuffle OFF.

Could this be easily implemented?

I don't think something like this could be implemented exactly as you're describing it. Rockbox only plays from the dynamic playlist, playlists saved on your DAP as files will be loaded into the dynamic playlist in place of whatever might currently be in there (unless you do something like insert the playlist into the dynamic playlist). As far as I know you'll have to turn shuffle off any time you want to load your classical music and turn it back on when you're loading one of your other playlists saved on your DAP, since I believe the playlist is shuffled as it's loaded into the dynamic playlist and won't be shuffled again unless you specifically re-shuffle it (or you have shuffle and repeat all both active and it comes to the end of the list, I believe it gets re-shuffled then as well).

That said, I *think* you could leave shuffle off and still shuffle the playlist manually once it's loaded, I don't have my DAP with me to check but if I recall correctly there is an option somewhere in the WPS context menu (possibly buried in a sub menu) to shuffle the playlist....

Yes you can:
WPS context menu -> Playlist -> Reshuffle
