I am still not sure about the nature of your question. Patches are stored in the tracker (Flyspray). A "patches" link is on the left side of the screen. If you sign up for a Flyspray account then you can file bug reports and/or submit patches.

My guess that the question is how to use patches. Patches are differences to the Rockbox source files, which means that you need to compile Rockbox yourself to be able using a patch. Patches go alongside with the diff tool. You might find an article in your language by starting at the english article about the diff utility at wikipedia: http://en.wikipedia.org/wiki/Diff
