Greyed out icons in RB Utility w 8G Fuze

1st, RBUtil will not auto recognize my Fuze. The Fuze says "connected"
and can be browsed as H:\.
2nd, if I manually set the mount point & select the Fuze as the device, the
QuickStart icons remain grey and unselectable.

Have I failed to follow the installation instructions somehow?
I have the correct RB image (V3.4 for Fuze) in a directory, and
an OF in another. When & where in the quick install are those
pulled together and sent to the device?

The Quick Start icons are grayed out because there is no version 3.4 for the Fuze.  You need to select the Installation tab which will allow you to install a current build to your Fuze.

 I got it. So does the quick start pull all needed code for a "release"
directly from a RB server, or do they need to be downloaded to the
local machine 1st?

It downloads all the rockbox binaries, but it can't download the original firmware files, so if those are needed it will prompt for them and you have to download them from sandisk.
