i18n of the DAP according to OS reginal settings

Currently, the Rockbox utility sets its language according the user's OS regional settings.
Assuming the user of rbutil is the same user that uses the DAP, it would be of much benefit, TMHO, to have the ability to port these settings also to the DAP.

I.e. have Rockbox set the following settings depending on the user's regional settings:

- Interface language
- Time/date format (12h/24H)
- (optionally) default codepage used. I empirically found most media files around don't have Unicode ID3 tags yet.

I think it is easy to implement, but I would like to hear other's opinions on the matter.

I prefer setting such things separately, and I also usually change them (for example in Windows) so my language settings doesn't necessarily match the local regional settings of that language.

I like the idea of a "first start wizard" type of plugin maybe that guides the user through setting up a few basic settings such as  language and other regional things, the first time rockbox is started.
This will also cover the people who don't use rbutil for installation.

I like the  first start plugin too, honestly.

I think it would help a lot of first time users. Maybe even a brief start up guide to go with it? You know like by having it with a built in tutorial, showing them how to use the DB, overview of plugins and other misc. things.

And also an option to skip parts/whole thing if the person decides to.
