Because nobody built a new binary. You can always compile from source, and most open source projects don't provide binaries of their releases anyway. Feel free to contribute.

excuse me, i didn't want to be aggressive, i respect very much the work of anybody on rockbox, that is wonderful, i'm only a bit exasperated....

Actually a 64bit version of RockboxUtility isn't needed. I'm running a 64Bit Linux and it works fine for me.
Please correct me, if I talk rubbish.

But if you update the source code on the site, I'll compile it.
