can't install sansa loader

OS is short for operating system, and in this context its related to the operating system your computer is running. I guess you're using windows?
Also, the version number I was referring to is the version number of Rockbox Utility. It's latest release is 1.2.3, the manual page talks about the version of the latest Rockbox release which is 3.4. I have no idea why it should be best to do a manual install. Our installer is Rockbox Utility, so if you are using it you aren't doing a manual install at all. The manual page holds the manual for Rockbox and is not related to a manual installation.
Your error description is unfortunately rather vague ("did not work" doesn't give me any hint what's going wrong). Please try to be more specific.

Well, I used installer and when it told me to chose the loadpoint, On my computer it shows up as both
Drives H and I. When I chose drive an error dialog box popped up that said can't write to this location. When I chose drive H, I clicked ok, the first line in the new window said searching for sansa
the next line said can't find sansa
any suggestions?

The configuration dialog of Rockbox Utility has an "autodetect" button. Why didn't you use it, and if you did, what happened?
Furthermore, you still didn't answer my question about which version of Rockbox Utility you are using. This is important, and I'm not willing to ask you questions again and again simply because you don't bother to answer them. To shorten this, just download the most recent version of Rockbox Utility from the following link: http://download.rockbox.org/rbutil/win32/rbutilqt-v1.2.3.zip and try the "autodetect" button in the configuration dialog. If it doesn't work afterwards, go to the menu entry About / Troubleshoot / System Trace. Use the "Save" button of this dialog to save its output to a file, and post the file somewhere.
