I read up on some discussions of PDF viewers and HTML viewers, and I understand why people aren't writing them. Is there some other way of getting the relevant Rockbox manual for viewing on the device? I find myself needing the manual occasionally when I'm out using Rockbox and of course I'm nowhere near a PDF viewer. I think the User Manual (in some format) would be great to have on the device itself considering there's no lack of space and there is a screen to read from.

It is possible to build the manual in text format, which you could do.  Other options would be converting either the pdf or html to txt (or images).
