Theme issuse

When I download a new theme for my Sansa c200 model. I drag and drop it into the folder and it goes into the correct folders and the fonts and all the colors work but, the background and all the little icons and wps don't seem to change and go back to the firmwares defaults. How do I fix this problem? right now cabbiev2 is the only theme that works 100%. please help.

It sounds like the wps you are trying to use is out of date, and therefore the built in fall back is used.  Where did you get the theme from?  The themes on http://themes.rockbox.org should tell you which builds they work with.

I used Windowsmediacab theme and it says it works with current build which I have. So any other ideals as to why the only on that works is the cabbiev2?

Also if I have a theme that is complete but has no backdrop can I just find one and name it the same as the .cfg file but put .bmp instead?

"Current Build" is a wishy-washy statement, and likely wrong.
Where did you download the theme from?

The Windowsmediacab theme is incomplete.  There is no Windowsmediacab.cfg file included so it's hard to say what menu backdrop, icons or fonts the author had in mind.

You can create a Windowsmediacab.cfg file in any plain text editor.  The line you need is;
backdrop: /.rockbox/backdrops/[backdrop_name].bmp where [backdrop_name] is the file you would like as a backdrop.  Also, iconset: /.rockbox/icons/[icons_file].bmp
The backdrop and icons have to be placed in the folders specified in the .cfg file.  Ideally /.rockbox/backdrops/ and /.rockbox/icons/.
Windowsmediacab.cfg should be placed in /.rockbox/themes/.
