What about a subforum/ new section under development which exclusively deals with everything regarding the manual? i think by giving people who try to write something for the manual an additional help to the wiki pages will encourage more participants. i for my part often have questions which do not get answered on irc, which may have something to do with the "transience" (i know irc isn't transient as you can access the log files dating back to the stone age) of irc (i.e. me being on line at times where no one wanting to deal with my manual issues is on line). Some people (lazy like me) don't look at these logs and prefer the forums. For those people, i think there should be a place where they can post their questions. Another plus of this subsection would be that we'd have a platform to bring more structure and unity to the manual. we could post manualsections that need to be made consistent, discuss which style guidelines shall be used etc. we could of course run something like a test phase for that new section, and close it, if there's not enough interest.

just because TeX doesnt need line breaks doesnt mean this forum doesnt either!...

I cant even read that, but no, I dont tihnk we need a manual forum, patches should go in the tracker, discussion in the dev-ml and irc.

Using PMs to annoy devs about bugs/patches is not a good way to have the issue looked at.
