Please use real words.

Copy a bmp of the correct dimensions to /.rockbox/backdrops then either:

navigate to it, open the context menu and select "Set as backdrop"
or set it as a backdrop by editing the config file /.rockbox/config.cfg

why do you mention videos? if you want to play movies look at the mpeg plugin wiki page. rockbox will not take screenshots of a movie file it plays. you can of course take a screenshot on your pc and resize it to use it as a backdrop. if you want a backrdop you defined, simply resize it to the dimesnion in pixels of your player. which kind of player have you got? resizing can be done with various tools, if you're a windows xp user, the easiest is micorsoft's own image resizer. read here. download here. irfanview can also resize pictures.

There is some useful software suggested for resizing video on www.rockbox.org/wiki/PluginMpegplayer

To resize pictures, just use whatever software you want.  This is pretty basic PC use, and not something Rockbox specific and therefore not something for these forums.
