I'm not certain, but I think the tarballs included with point releases are the closest thing.  They'll be a little behind SVN though, so I wouldn't recommend doing development with them.

Please read the wiki. We have a development page for Rockbox Utility named RockboxUtilityDevelopment. You need at least parts of the Rockbox sources for building Rockbox Utility, so getting parts of the source tree is as pointless as providing svn tarballs. If you want to develop on Rockbox Utility you should really only use svn.
