is this just an issue i'm having, and how long will it last?

The ISP is down, so it'll be fixed whenever they get their network back online.

svn sems to work fine... but the patch/bug tracker doesn't work. is it interconnected to the main page? and why do the forums still work?

Because the forums are hosted on a different continent.
