svn sems to work fine... but the patch/bug tracker doesn't work. is it interconnected to the main page? and why do the forums still work?

Quite clearly not true. I've tried the phone number they wrote and nobody answered. I've filed a support issue by email and they've auto-responded with a ticket id for my issue. We'll see.
