Also are .psd files readily accessible to wps users? I think a .bmp or .jpeg and if many files perhaps zip them

what do you mean by there's no license information? these are files belonging to the theme blackglass, as mentioned on that page (you posted a wrong link btw) and that theme is clearly licensed gpl. this page is intended only for files belonging to themes that are uploaded to the themes site. if you do not comply to the themes site rules (which include licensing) you are not allowed to upload to that page (i'll delete the content). so licensing is very clear.

I edited that wiki page, BdN3504, as the wiki theme pages really shouldn't be edited anymore - except to cull themes once they get properly placed on the new theme site.
As Chronon said, if the theme isn't permissively licensed and its resources aren't - Rockbox doesn't want to add it to the Rockbox collection. I'll add that if the theme is permissively licensed it should be on the theme site, not the old wiki pages.
Therefore no need to add a link to the resources on the wiki galleries.

agree, i just left that link in there because the wpswiki allows for cumulative uploads as in the theme mentioned on the wpsresources page. can the link to that package still remain on that page, or do you want to have it removed, too?

I can permissively license a 100x100 thumbnail of an image without permissively licensing the whole image.
So, you need to always be explicit about the licensing. Licenses like CC-by-SA go *down* the chain of derivative works, but not up to source materials.
