You need a copy of ROMs for “Midway Pacman”. See the Rockbox manual, section 11.1.14: http://download.rockbox.org/manual/rockbox-sansae200/rockbox-buildch11.html#x14-18100011.1.14

But don't ask us where to get Pacman ROMs. You're on your own there.
