Battery charging iPod 5.5G via USB changes?

Has battery charging via USB AC adapter for iPod 5.5G changed recently?  It seems at times the barttery isn't charging at all then some sort of combination of button presses seems to get it to charge.  Perhaps tuning the player completely off and then plugging it in seems to is the method that seems to work.  Build R21150.

Also, does the iPod 5.5G charge via USB when USB is plugged into the computer?  It doesn't seem to.  It seems to be only a steady drain.  I do have the car adapter and accessory power set to "Off".
