Voice playback of .talk files is fast on iRiver H10

I am using VoiceBox to create the .talk files for the iRiver H10. I am using Neospeech Kate voice on the PC. The playback of the .talk files is faster than normal. Then I set the Voice speed in the Voice applet closer to slow and the playback speed is still the same as if VoiceBox is not using the Voice applet's speed setting.

Is there a way to control the speed. The Speed Settings button in VoiceBox doesn't do anything however I am assuming all it does is bring up the Voice applet which I can do manually.
