as a standard feature, does RockBox enable MSC file transfer?

It does now yes, but before we had UMS support in the bootloader, we could send a rockbox build over MTP as a .tar file, and the bootloader extracted and ran it - so there's no reason to assume we couldn't do this on other targets in the future.
