Ok on the tutorial provided http://www.rockbox.org/twiki/bin/view/Main/CygwinInstallWithScreenShots#Step_1_Download_the_cygwin_insta , it says that as of the latest version you need the run the command line "Setup.exe -X" in order to skip the .sig check. Well I've been doing that and it still wants the .sig file. Can Someone Help Me?
Multiplex:
The getting started an compiling topic may be a better place to ask.
I can't help - sorry, I use the VMWare image.

My thought is that you aren't doing it correctly. You should open a command prompt (Start -> Run -> "cmd"), then type "c:\path\to\cygwin.exe" -X. If it still doesn't work, try this old version of the installer, which doesn't check for the .sig file.
EDIT: Whoops, that should be c:\path\to\setup.exe
yapper:
I would strongly recommend using VMware over Cygwin.
