Why there's only Japanese language file(in additional languages)?

Perhaps I am "overstrict" but I am seeing more and more "gibberish" (non-english talks) cluttering the forums and I want to stop it from spreading and getting more frequent.

Sorry, but please put your message in english and it won't mess with it.
