Is it possible for Rockbox to have line level out fixed to the industry standard, with headphone out acting normally? I don't want to be able to adjust volume from the iriver when using line out.

If you're talking about the iRiver H1xx or H3xx then I believe this is actually a limitation of the hardware. There's nothing RockBox can do about it. Not sure if there's any hardware modifications documented out there that might fix this.

oh ok. How about fixed output then- set in config, when playing as normal vol up/down does nothing, for example when using portable headphone amp + remote control, no change of blowing up your phones. I can't use inline remote anyway due to entry on the remote plus ticking sound- will be using line out or optical out to portable dac/headphone amp.

In this case, wouldn't you just want to set the volume to 0dB (line out level) and then leave it there?  How would you risk blowing out your headphones in this case?  You'd already have the volume very nearly maxed out.  The worst you could do would be to lower the volume.

No I would not blow headphones, because they are plugged into the external headphone amp ie cmoy. The remote/headphone will just be used for remote, no volume adjustment or the headphone out. Just a bit annoying if I accidentally up/down which changes volume, when I would use the knob on the headphone amp.

Perhaps in the 100% volume option "Warning! This sets headphone out & line out to 100%"

"Warning" implies risk of harm.  What harm are you worried about?  It is an annoyance, I'll grant you that - but as saratoga mentioned max volume on the Hxxx series is not significantly different than line-out.  The worst I'd expect is some clipping if too high and increased noise floor if too low.

I don't recall the max volume on my H320 off hand, but my iPod Video goes to +6.  I simply set the EQ pre-gain to -6 so that the maximum volume delivered by my headphone jack (analogous to your headphone and line-out jack) is 0.

I would like non adjustable volume though, just makes sense once you use headphone amp variable on the iriver will not be used. My Squeezebox has this, it sets digital out to 100% even if you then use the volume control from the remote.

My iPod has it (fixed line-out) as well.   
The fundamental issue is one of your iRiver hardware. 
What you're asking for is a software modification which locks the volume on both headphone and line-out on demand.  Not impossible, but not likely to garner much support, IMHO.  I'll move this thread to Feature Requests, as that is what it appears to be.

In the meantime, though, do the preamp trick.  It has the benefit of now there is only one volume button you can accidentally press and change your line-out level.

The digital out on the h100 is at line level. You should use it with an amp that accepts it. Much better sound quality too. 100 percent volume will be over line level on some players, by the way. If I recall though, on h100/300 it's 0db
