You need to own a Pacman arcade machine, and dump the ROMs from it yourself. Please don't ask where else you can get them here, as downloading them would be copyright infringement.

oh ok... why is it on rockbox anyway? programmers should prioritize their time more. they should make new cool games enstead of ways that IF you have a game already you can play it... but oh well none of my business

Someone wanted a way to play their pacman roms most likely.

programmers should prioritize their time more.
Programmers do priorize their time. Programmers priorize their time according to the way they want it, not the way some user wants it. Feel free to contribute and priorize the time you contribute the way you consider good.

Programmers will priorize their time according to how someone else wants it if this someone pays them. Which is not the case for Rockbox (or most other open source projects).

Pacman is a cool game. And Rockbox is about playing music, not games.

why about music?..
why not about media in general?
i mean... it supports it all(videos, music, games, graphic demos, and other such things), so why not make it about it all.

But something has to take a priority when you're trying to decide what to do with limited resources. The players can't jump through every hoop at once, and adding some things will, by necessity, make things worse. So the one that wins when two things conflict is "Music playback".
