The manual suggests that the default limit is 10,000 but can be increased to 32,000.

WPS maximum byte length is unrelated to playlist length limits. As Chronon said the default playlist length limit is 10,000 but is easily increased up to 32,000 through the settings menu.

The WPS is the screen you see when playing music.

1600 bytes would be FAR, FAR less than 1600 song names, so even if it were related you'd have maybe 150-200 songs in your playlist if 1600 bytes were the limit.

Are you sure more than 1600 songs are in the "ALL TRACKS" list? The "1600 found" message is the database telling you how many were found with that search filter.

If there's 1600 songs, and your playlist is 1600 long, what's the problem?

Have you actually checked how long, exactly, the playlist is (not just the 1600 found message, as that's not accurate, it doesn't update as fast as the player finds songs) compared to how many music files you have in formats Rockbox can play?

And are you sure the database found all of your music? None of it had incompatible tags or was just flat out unreadable by Rockbox?

If you browse (through file menu) to the folder containing all your music and then hold the select button to bring the option menu, there's a 'properties' option which will list the number of sub-folders, files and the size of it all.  --  That's the file system, it isn't bound by database stuff. --  So when you do that, do the numbers correspond with what you expect (3100+ files) ?

For the record, on my 5gb device I have about 950 titles (mp3 192kb). That's *much* less....  ???

You could try the stats plugin it will tell you exactly what rockbox can see
