Are you getting a fall-back theme with peakmeters?

If so, then the theme you are trying to apply is outdated and needs updating.  See www.rockbox.org/wiki/CustomWPS

And if that's not the case, manually extract the necessary files into the wps, backdrops, themes, and fonts in the .rockbox folder.

does anyone have this theme working and can send trough email? or URL?

I tried this theme (downloaded using the link you provided) on a E200 UI Simulator, and the theme worked fine.
What exactly does the theme look like when you try to apply it?
