scroll wheel polarity- Volume vs. Menues

Moving the scroll wheel clockwise increases volume during playback, but moves the cursor downward when accessing menu's.  Is there a polarity bit that can be set to make these modes alike? (e.g. clockwise = up, counterclockwise = down).
