What is the exact name of the hex file you are trying to flash? I haven't flashed my H120 in a while, but I recall that the iriver firmware is very picky about the name of the file, and the file name as downloaded from iriver is not always necessarily what the player expects to see.

ihp_120-1.66-US.hex is the name of the file I am trying to flash with.

Yep, that was it.
rename the ihp_120-166.US.hex to ihp_120.hex and you'll be good to go.
....now I have a new problem - player comes up with the following after turning on:
Rockbox boot loader
Version 6
Batt: 4.19v

so it looks like I need to make the partition a primary partition? and in order to do that I'd have to reformat it and all that jazz?

Well, you need to make a primary partition and i don't think any formating tools can convert a logical one into a primary one so you'll need to delete your current partition and create a new primary one and then format that.
Edit: assuming that you have a logical partition currently and that this is your problem, the question was not entirely clear.

Will the old FDisk and Format tools work? Thought I read somewhere that I'd have to do something special to get the entire 40gb viewable.. can't find the information though.

Yes, later versions of windows has a n artificial limitation on the size of FAT partitions in can create. So you may need to use alternative software, such as http://www.compuapps.com/Download/swissknife/swissknife.htm this. Make sure you format it as FAT32.
