It allows distribution of modified works. But does it also allow modification of the original?

Define "modification of the original". If you distinguish "modified works" and "modified original", I have no idea what that means.

For what it's worth, my thinking was;
A) there is a note asking not to register if you're not going to contribute, I didn't think that a fix to a single WPS counted as a contribution
B) I believed that ZincAlloy was still around (correctly) so would welcome a report with the relevant information so it could be fixed. and possibly any related WPSs, I toyed with sending a PM to report it but PMs don't seem to be the norm round here
C) if I got no response I probably would register and post a fix but as an addition to the original I think
But the debate is useful - I did fix one other H300 WPS a while ago but there was no licensing withthe original so obviously I couldn't attribute a license so I guess it's in the graveyard now...

Where is there any limit on what counts as a contribution?

You have the original. The copy on the wiki is a copy of the original you've distributed.
People have the right to edit the wiki and remove your copy. (As can be demonstrated in the vast modifications to the page removing broken themes, rearranging it, etc, but this is also just innate in it being a wiki and the rights Rockbox has granted users of their wiki to modify any page of it freely)
People have the right to make their own modified copy. (CC by SA)
People have the right to upload their modified copy. (CC by SA)
People have the right to name their modified copy whatever they want. (CC by SA)
When you combine all these rights, you get a clear right to replace your copy on the wiki with their own modified copy. It may not be pretty to you, but they absolutely have this right.

Much as one might have the right, I'd hope in the case of modifications to the theme (rather than just bug-fixes to make it work properly), one would have the courtesy to leave the original where it is and post it separately, even if they upload it with the same name. That being said, if someone did upload a modified theme and replace the original, the original author could still repost the original with a link to the older version stored on the wiki and move the modified version to a separate section...
