when i try to use the complete installation option it says
downloading file bootloader-ipodnano.ipod then it says download finished. after that it says could not open ipod i don't know what that means and i need help please and thank you

Did the program auto-detect your iPod?

yes when i pressed the auto-detect button the file letter showed up along with the name of my ipod

What model of iPod are you trying to install to?

Make sure you use the newest version of rbutil (1.0.6) and that you run it as admin/root.
As rbutil needs raw disk access to your ipod.

I know what my problem is now i was using the computer at a library as a user not an administrator. is there any other way to install the bootloader without being an administrator

No, because administrative rights are needed to gain raw disk access in order to install the bootloader.
