From the flow-chart i would say it should be possible to do this changes.

About those (patent) licences like from sisvel (mp3 patents):
We think that for our use, those licences are already paid for by the manufacturer of the Device. (Sandisk also plays mp3, so the should have bought licences per device).

But if you want to distribute rockbox commercially, it maybe wise to research, if you have to buy those licences again.
