Winamp can be used to manage external devices, including one running Rockbox.

Of course there's RockboxSync too

Yes. Enable 'Last.fm log' in the Playback settings which will create a log file of all tracks played. You can then use a program like QTscrobbler to send this to Last.fm once you have your device connected to a computer with internet access.
