How to create a font contains faces from multiple font file?

I noticed that some font file in rockbox contains faces from multiple fonts, for example, nimbus+uming-14.fnt has nimbus faces for latin characters and uming for Chinese. The mix12.fnt font also seems is a mix of helvetica and a Chinese font. Dose anyone know how to create font files like this?
