There are USB 2.0 to VGA adapters. Here's an example (not an endorsement). I don't feel that implementing support for this should be a priority however.
There are also televisions which have a USB connector which may be used to view photos from USB mass storage devices. That might be what casette deck has used before.

You would need USB Host capability plus a suitable device driver for that to work.
For the TV accessing images from a UMS device, this doesn't have anything to do with outputting video (or images) from Rockbox. It depends on the host being able to play the media stored on the DAP.

That's not an adaptor, but a full blown video card on a USB interface. Getting that to work in rockbox would be nigh on impossible because you would need to write drivers for it, and I'm assuming it's badly documented like almost everything.
