Try removing the ID3v2 tag (from the beginning of the file).
That's not a solution, it's just avoiding the issue.
These are the kinds of bugs we need to hunt down and remove from Rockbox.
As LLorean said, a formal bug report would be very helpful - see the "bugs" link in the menu to the left of every page of this website.
I've tested the file briefly, and it plays fine in a simulator. So the more precise you can make the description for repeating the problem, the more chance a dev has to recreate it, and hence attempt to fix.
