Which lossy codec sounds best in Rockbox?

If you use a good encoder and a sufficiently high bitrate, MP3, Ogg Vorbis, and MPC will all be indistinguishable from the original recording.  Thus, none sounds better than another.

Different people have different sensitivities to encoding artifacts, so it's really impossible to say definitely what a "sufficiently high bitrate" means.  Listening tests have shown that LAME encoded MP3s become indistinguishable from the original for most listeners at about the -V5 setting (approximately 135 kbps VBR), but your results may vary.  The best thing to do is try various samples for yourself and see what you prefer.

Note:  do not transcode your MP3s to another format.  The resulting files will be a lower quality.  If you are going to switch from one format to another, re-encode from the original or from a lossless copy.

Well I use Musepack mostly because it decodes quite efficiently on my c250 (which means more playback time :) )
