I was kind of assuming that by releasing it, and not mentioning a specific license, then it would default to PD, but I suppose that's a bad assumption.

Great! but you have to be more specific than that, you should specify a license type (for example from http://creativecommons.org/about/license/) where the theme is posted (the wiki. see the theme just before yours) and in the .wps and .cfg files to leave out any possible doubts.

Um, no.
CC licenses are not public domain, but rather a flavour of copyright. As I have released it into the public domain, no CC license is compatible. The fact that it is PD is specified in the wiki.

It is all well and good expressing your intention to release it into the public domain, but please attach a notice of said intent to the WPS itself, either in the .wps file or in a "license.txt" file in the .zip.
Also please make note of such on the wiki.

you don't need to specify any license for anything. CC licenses are just a comfortable way for copyright holders to release their works for different kinds of uses.
