That good converter should have options for changing the resolution. Most people are finding that WinFF is the simplest way of converting videos to use with Rockbox:

I use a converter called handbrake, also open-source. it has many options, but will not convert to .mp2-- it will only convert to .mp4. i than use a freeware program that converts it the rest of the way, called media converter, to convert it to mpg.

I wouldn't recommend that. More conversions translate into more quality loss.
