Rockbox Main Menu

Seeing some User Created Theme previews, one was of Rockbox 3.0, and below FM radio or something, it has recordings, Photos and Videos as Folders in it, but I don't, does it come in all 3.0s?

The "Photos" and "Videos" menu entries are not part of stock Rockbox, and the screenshot you saw must have been from someone's custom build.
