Display images on top of other images?

Is the displaying of images time-based? For example, if I display a conditionally-defined image near the beginning of my .wps file (beginning means the beginning of the text file, not the top of the screen) and display another image later in the .wps file which overlaps with the first image, then does the system follow the order in which it appears in the text .wps file or does it make the first image appear on top of the other image since the system keeps rechecking the conditional to see if it is true?
