Try IrfanView, it does batch conversion and has loads of options for dithering, bits and all that jazz.

Dithering is somewhat essential. Because there are far less colors in 16-bit colorspace than 24 or 32 bit colorspace, you create a mix of "nearby" colors in a way to attempt to trick the eye into seeing the original color. You WANT dithering in many cases. If you don't want a color dithered, pick a color that has an exact match in 16-bit colorspace.

I have the newest Irfanview. It doesn't support converting to 16-bit BMP files in the GUI (maybe the CLI does though?).

Please use the modify button. You've been around long enough to know the guidelines here.

16-bit color isn't palette based.

Does anyone know of a tool similar to a color selector in image-editing software but it only has the 16-bit colors?
