Hello I have a 4G grayscale ipod and one of my videos is to big for the screen is there anyway to shrink it?

You need to encode your videos to the correct resolution, just as you encode them to MPEG1/2, a suitable bitrate, etc...

is there someway i could past it on a program like paint and just make it smaller? and on google I cant find any helpful info

Paint re-encodes pictures when you resize them.  You need to re-encode your videos to the correct size.  There is loads and loads of information on this, both on google and doom9.org as soap said, and also at the link I already gave you, http://www.rockbox.org/twiki/bin/view/Main/PluginMpegplayer#How_To_Encode_Files.

i want to put a DVD on my ipod now is there anyway i can convert the DVD to an MPEG file?

Yes, but again you will need to do some research.  www.doom9.org is very good for all your video conversion information, as of course is google.
