The easiest way to learn is start with one of the WPS themes that you like. Download it. Extract the files to your PC and look at how the various files fit together. It should all make sense then.

As Febs said, you should get a tutorial about graphics design. before making a WPS, you should be comfortable with an image editor of your choice, also, if you find GIMP/Photoshop too daunting, try using Paint.NET,its not that hard to use for a beginner.
