were do I put a new untested port

What do you mean "put it"? If you have a patch, post it in the tracker.

If its finished, then upload it to the patch tracker for review and then inclusion to SVN.

Patches are the primary way to distribute source code changes online.  If you're not familiar with them, read the WorkingWithPatches wiki entry (or even just google it), create one, and then post it on the patch tracker.
