Installing cygwin error

I'm attempting to install cygwin on windows XP for rockbox development.  I downloaded the base packages and then was running cygwin/setup.exe a second time to install the addition packages from download.rockbox.org.

I get to a window with Cygwin Setup in the title bar that says "Progress   This page displays the progress of the download or installation." and then I get a popup titled "Parse Errors" with window contents saying "http://download.rockbox.org/cygwin/ /setup.ini line 1: syntax error, unexpected LT, expecting $end"   [OK]

Any idea how to get past this?  Is there a manual way to download and install the packages without relying on this script?

Check out the "install:" lines on http://download.rockbox.org/cygwin/setup.ini

They're relative, so e.g. release/sdl/sdl-1.2.9-1.tar.bz2 becomes http://download.rockbox.org/cygwin/release/sdl/sdl-1.2.9-1.tar.bz2

EDIT:

You don't need the files on the "install:" lines under "[prev]".

Should I grab the tar files with ftp and unpack them manually?  If I do this, will any bookkeeping of what I have installed be impaired?

I suppose cygwin won't let you uninstall them, but does it matter?

Probably doesn't matter, but if there was an installer app that I could run locally that did it the same as the automatic web based setup I'd try that first.  I guess another possibility would be to copy the entire directory tree and see if I can point cygwin/setup.exe at my local copy.  Then I might be able to figure out why the .ini script is failing and perhaps correct it.

But, unsure of what to do last night I started the vmware downloads (player & image) and I'm going to give them a shot this morning.
